As someone who is a "foreigner" (Canadian) I take great exception to the attitude that everyone in the U.S. is more skilled at tech support than everyone else in the world. The issues you have described show that HP is no good at providing customer service -- they don't show that people working tech support in foreign countries are necessarily less skilled. The (American) managers running HP are doing a poor job at running call centres -- the (American) managers are to blame for poor controls (training, supervision, etc) not the employees. It is unsupportable and bigoted statements like yours expressed in this article that cause resentment towards Americans.
