If for some reason I have to leave my laptop at home it is locked up in a safe that cost 60 bucks at my local SEARS store.
Safes are heavy and bulky so it makes it harder to hide. I bolted mine to my office floor. It took two screws and five minutes.
So again I say, there is no excuse for this guy or anyone else who is careless with critical data.
As for making tough laws, I will leave that to the people who are trained to do so.
