You seem to contradict yourself in a couple of comments. You mention that you want everyone to use Open Document files so that even the poorest person who can't afford Microsoft Office or pay for Windows/Mac OSX can view the file. Sounds like a good idea. However, you then mention that users should have to buy subscriptions/upgrades for their Anti-Virus, etc. software in order to access the Internet. This seems to counter the points you were making earlier. As to the other points, good luck in enforcing some of them. Some of them would stifle innovation (similar to what the DMCA is doing) and others would be too costly to actually impelment.
