These ideas are so out of this world in so may aspects, ethical, political and bureaucratic, that you don't even have to start with the technical side of it, the dubious value of "firewall software" and "anti-spyware" etc., to reject them.
I can understand very well how the author got there but I'd think twice before publishing my rants after a day in luser support as even a half-serious proposal.
