The average person probably sends and receives about the same number of emails once you take out the spam.
That tiny payment would be pretty meaningless to most of us with the offset for reading mail but to the spam generators it would add up to big bucks. 1 million pennies = 10K$
It might also cut down on the number of people who automatically forward every story or joke they get to every person they know instead of tailoring them to the people who would enjoy that particular story!
