Why? Simple - the major ISPs are simply dumping what they consider to be bulk email. No bounce messages, just dump it all.
The sender, of course, assumes his messages are all delivered when they are not.
This is nothing more than a power grab by the ISPs, pointing of course, towards using Goodmail ala AOL and making big bucks off of email.
Hopefully, what you propose will kill such behavior and help keep the Internet free. Good luck in promoting these ideas - they are exactly what is needed.
