Phishing works for so many reasons, we need to rethink browser and user interface design to provide some real-life security to the average user who doesn't see or understand the security cues.

I also think education is PART of the solution.
I think of all the ideas I have seen posted up above the best and most effective would be a hit comedy. If you really think about it. Many people here suggested education as part of the solution but the masses do not care to be educated. Think about it. More people know who won the last American Idol than what the word phishing means. The masses care about Sopranos and American Idol. So you make a hit comedy like suggested above and all of a sudden every one is more aware what phishing is almost overnight. Brilliant.
