I wrote a column for Securityfocus some time ago that aired my concerns over GIAC dropping the practical portion of their certification process. That column resulted in a lot of feedback, with most agreeing about how GIAC bungled what was up till then, the best certification around.

While I agree with many of your points regarding the practical exam I do not believe another cert is the answer. Look at jobs postings and I think you will see why GIAC watered down their requirements. There are way more postings for CISSP's (requires a test and no practical) than GIAC certified positions. Why would I go through all the hassel of a GIAC cert when I can get a CISSP and have a 10-1 ratio of job opportunities.
It is just like you stated, HR and employers do not know the difference between a gold & silver GIAC standard and I would wager many do not know the difference between a cissp and giac cert, if they have even heard of a GIAC cert.
"Time for a better Marketing Campaign" might be a better title for your story
