I think a better analogy is a phone book.

If you sign up for phone service, you will likely be listed in the white pages. Anyone can grab the phone book and look up your phone number.

If you don't want people looking you up, you can ask the phone company to give you an unlisted number. Most people don't know, care, bother or feel like paying to opt out.
