Is it a crime to read someone else’s e-mail without their consent?

The fact that there is a password and a security question should mean that it is in temporary storage. If I didn't mind other people reading my e-mail I would store it somewhere that does not require a password. The term "break-in" is used to descibe what the cracker did, and that is exactly what has happened, they broke-in. They should be punished.
