In recent months, three questionable Internet service providers — EstDomains, Atrivo, and McColo — were effectively taken offline resulting in noticeable drops of malware and spam.

Honestly I think that your idea of collaboration is a little flawed. We should never let governments represent the people in this case. Everyone has their own understanding of the value and legitimacy of the internet and any activities pertaining to it. I think that ISPs should choose themselves whether to block a specific host and that choice should also reflect the wants and needs of the users. So the ISPs should actually interact with their users and let them know about the decisions they make that affect the service they provide etc... The same can be said about businesses. Please remember that the internet encompasses users of many nations and groups each of which will hold a different opinion of what is good and bad. I believe in a chaotic system where each group makes the decision for them selves and is not influenced by the interests of any other group, the users are happier.
