Yes, a huge part of the problem is lack of security in our own nation's infrastructure, but AGAIN, even our own country gets away with the do nothing attitude because of the lack of defined areas of responsibility. If cyber-borders were added to the concept of air, ground, and water, it would also increase our own level of responsibility as well as make "finger-pointing" at other foreign governments easier.
