There are zillions of open gateways (most in China and Korea) which allow spammers free raign to harrass as many people as they can.
They are almost impossible to catch, and ISP's don't want to be involved, and only a few cooperate. It sucks really.
Thats why I'm working on technical ways to just eliminate it all together.
