About 1/3 of the spam I receive is 'Content-Type: text/html'.
I'm using a program called "mailfilter", that scans the headers of the messages on the POP server, and deletes those whose headers match any of a set of regular expressions from the server, even before you download them.
AFAIK, "mailfilter" runs only on UNIX-like platforms like Linux, but I'd be amazed if there isn't something similar for windows available.
Another filtering tip: ditch any mail that doesn't have your e-mail address in the "From:" header _unless_ it's from a mailing list.
