Actually, Microsoft DID try to hire an infosec heavy-hitter. I know someone who was offered the job, and turned it down.

He told me that he got to looking at .net and realized that it was about "taking over the world" (his words). He turned down the offer on ethical reasons.

It may be that a lawyer was the only person M$ could find who would even take the position....
