Well Rafael, I can tell you, some companies have a lot of work to do with a small team. When you get to work, you have priorities thought. In Brazil, the problem is NOT that companies don't want to pay to secure it's system (if they have money, of course), is that the companies don't have money to implement expansive solutions.
Of course, some of them have money, and those are one of the small number of secured companies. What companies can do, is ask their network administrator to build a good firewall system.
It's not a problem about "cheapest solution", but it's a problem about reality (money and crises).
Every company wants security, but not all of them can afford it, and as we know... in Brazil, security companies are not that cheap.
