This article describes exactly what is happening. Not the fact that an OS uses raw packets or can use them is the danger. The problem is the low security implementation. In one part i have to disagree, not the fact that Windows or Linux can create raw packets is dangerous. The problem is that Windows as mass OS will get into the homes of script kiddies or potential script kiddies. Linux/UNIX at least requires some more advanced knowledge on how to compile and use the programs. A serious attacker will that stop on the other hand definately not.
