I agree with what you write -- but the issue that arises is who is the administrator of a "home system"? Some combination of Microsoft, ISP's, and other infrastructure providers have to help to ensure that widespread abuse of these easily compromised systems does not occur.

The problem is not MS decision to allow raw sockets, it is an open and unprotected "OS" delivered to customers known to be unaware with no thought given to providing for their protection.
