They won't care about that or if it can be turned off. They'll insure that to use web sites, communication won't
be established unless both have the hardware security turned on, and they'll promote it that way as being 'secure'. They'll sit back and point to the marketplace as being the ones responsible.

They started out thinking they'd be the only repository for passport information. Why think they'd feel differently
here. After all, they'll say this isn't maintaining anyone's personal data. Only insuring 'security'.
