Interesting question about this bill is "How will they deal with USA based companies acting under this bill being in violation of foreign anti-hacking laws when they attempt to access computers located in other countries?" this is especially a problem when they find foreign based uses who are going through USA based ISPs or web sites.

EG An Australian who uses an Aust ISP to access a web based newsgroup service in the USA is then detected by RIAA etc. RIAA then use this law to access my PC, they are then in contravention of Aust law and can be charged accordingly.
In this situation will the USA govt pay the fine etc?
