Windows 98 was not considered a business-level OS... that was supposed to be Windows NT's job (NT 3.51 and 4.0 at the time.) Small businesses did use Win98, but that was out of cost-cutting and ignorance, rather than Microsoft's marketing efforts.

One would do well to compare apples to apples, ye...
