Don't think IP spoofing will help you. If your actual IP address is legitimate on a given network and you decide to change the source address then how is the packet going to get back to you?

Routers have a default interface to send traffic out, but I would think that at some point the return packet is going to get lost.

Probably your best bet is to have somebody in the UK fire up an SSH server then you could do some sort of port hopping through their system to the BBC.

I'm curious though, I'm in the US what content are they blocking?
