im no expert, but yes, ip spoofing can help you out. Again im no expert, so all i can recommend is that you use a tool called privoxy with tor. when i need to access a site that does not allow my country's ip, i use firefox's tor button (must download), than i start a program called "privoxy" (port 8118), this program, @ random picks a proxy server that almost always runs through another country. PS you can pick witch proxy server to use through the tor and/or privoxy. to find the programs, google "VIDALIA", it's a software package that contains everything you should need, good luck!!
