It is actually 2nd generation onion routing. Tarzan is an example of 1st generation anonymity at IP level. It may help you get information from countries not allowing your IP address by routing through the network cloud. However as you mention (a valid point indeed), it can be very slow involving many hops. It is also crime ridden, so do not set your own computer up as a proxy node (although this should go without saying).
