If there is a method that once the data could be defined and owned by an organization with digital signature. No other authority or organization could make further encryption on it, I could say, it could be some kind of "Secure Encryption Labeling" to against any unauthorized encryption.
We have ideas and methods to protection with strong encryption. However, why don't we think of ways to prevent from unauthorized attempt?
