with some basic knowledges about OS services and functionalities an some security awareness MS OS can be made just as secuire as any Unix/Linux OS.
By the way, if you're looking at the number of vulnerabilities in open source software vs "crappy code" you'll see that in late 2 years MS has learned a lot.
