Government going after the wrong people here. The problem is with the phone system, which allows anyone with a PBX to send out arbitrary ANI information. I think this is equivalent to ISPs that don't do ingress filering to block spoofed IP addresses. In either case, the basic problem seems to be that the network operators allow the spoofed traffic / signals into their systems.
