The bunkers are part of the AT$T Defense Communications Network. There are at least 5 That I am aware of. I was priveleged enough to be allowed to tour one of the underground facilities in VA. It is a spectacular operation. I think the most impressive aspect was the 10' diameter fiber optic that provides the connectivity. Imagine the bandwidth!
I am all for the Govt spying on us, in most cases the intel can't be used in court, but it can be used to stop a terrorist attack. As for everyones paranoia and trying to take this issue to trial I say this. Every day police conduct illegal searchs and seizures, and the evidence gets thrown out of court. Here is a link with some interesting caselaw on the subject.
This has been going on for a while, not just under the Bush Administration. This has happened under Democratic and Republican administrations. To try to point blame to one side or the other shows political ignorance.
