To me it feels like leaving a bag with lots of money in the street, hiding and arresting anyone who tries to take it.

When you create an opening that feels like a "1 time opportunity" people with usually act first and think later, even if it's illegal. you see 100k$ in a bag in the street, won't you first take it and then consider what to do with it?

The kid has commited a crime, but not handling the situation that brought him to do it is a much worse.
