Sure our govt does alot of secret stuff and we want terrorists to think we're listening to all calls, we want them to think we monior all ip traffic. In reality I don't think we're monitoring that much and the intricacy of doing so would be mind numbing. This is the communications age but also it is the age of security by obscurity, misinformation included.
