The Instructor
As a security instructor that teaches hacking and forensics, I have to say the FBI carefully worded their response. A professional would never directly access the data from the hard drive. They would clone the hard drive several times before returning the original.

I still feel the data was compromised considering the nature of the data. The FBI failed to inform people that it was not just names and SSN, but also Enlistment Codes. They define the role of each person in the military. Have you ever wondered what a person could do with a name and social security number? Just go to ussearch.com or knowx.com and find out. Now if this data was cloned and sold to an enemy of the US, they could pinpoint all of our Special Operatives, Pilots, Explosives Experts, etc.

Personally I would love to see the complete forensics report and challenge the FBI on it?s accuracy. There is no room for faulty or fudged reports. The FBI has some of the best forensics people and equipment in the world. Anything less then 100% accurate would indicate a cover up!
