I'm wondering why they do not use some encryption.

There are many interesting projects that create "stealing-immune" computers or OS's. Even in Linux there are many encryption-packages that have options not every commercial prg has.

Or maybe USNavy still uses MS software that becomes more and more unsecure...

Or maybe it's about money ? Big money ? Buying software is not all. Someone has to sell upgrades, repair, reinstal software and getting big big money for that ? But unfortunatelly Linux is free
