That's enough of an assault on the files accessible to the logged on account to be unacceptable. A bully taking a kids lunch money, a mugger holding up a person at their ATM machine, or a company exec embezzling millions have different "levels" in the degree of theft committed. But, in terms of the amount taken compared to the amount of cash available to the victim (i.e. few bucks for kids lunch to a couple hundred for ATM withdrawl to millions in a corporate account), the damage to each is quite comperable.
