Yes, he probably does know what he's talking about. For example, you won't have the privileges to run games with certain copy protection schemes as a restricted user in the first place. You would have to set up a "run as" shortcut and run it as a privileged user. In general, running Windows as a restricted user wastes too much time. The system, and far too many programs aren't well designed for that. I would not use Windows for anything other than goofing off anyways.

Even if you disagree with that attitude, most users will indeed be running their systems as an administrator so any exploits will be potent.

It's a matter of not trusting the vendors to have such back doors.
