This is one of the worst ideas ever. It will generate a huge load of work for ISPs and the government with no tangible benefit. I would liken it to the TSA's watch list. Sure, they'll have a list of names, but it won't mean anything. What's to stop a pedophile from just using a different name online? What about other people with similar or identical screen names? There's nothing that can with absolute certainty identify someone online. You know that's an account that a person owns, but there's no telling who may be behind the keyboard, or even if it's coming from that person's computer(s). IMO this bill was hastily put together and will cause more harm than good if enacted.
