Although those of us outside the US are used to hearing about stupid ideas from US politicians to grab votes, this has to be the most badly thought out one yet.
The ease of registering just about any e-mail address or IM under any name, using any IP address is vastly easier than faking your postal address, and criminals (lets be broader than sex offenders, as if those are a greater concern than, say organised crime, drug pushers or murderers) can already do that.
This is nothing more than a grab for more police power. How long before it isn't just sex offenders that must register, but all citizens 'so that we know your details for comparison'.
