I totally agree with you. Using Windows is not a factor here, they're talking about organized expert hackers who can get into any system, not script kiddies. If you can think of a better way to secure a gigantic enterprise network that is the target of people capable of writing brand new 0-days against any OS while making it functional, I'm sure the government would love to hear it. I'd debate whether OSX or LINUX is any more secure than Windows if they gathered the same level of scrutiny that's placed on Win/MS products.
