Many enterprises now use laptops and docking stations instead of desktops. It's more cost effective especially for employees who need mobility. The City Treasurer would be justly criticized for not having facts and figures at their fingertips when attending a City Council meeting, for example.
Besides, it is really really hard to keep the intranet and the internet separated. Small businesses don't have the resources, large organizations have too many clueless users. Remember, the City Treasurer's job isn't knowing how to protect the LAN, that's up to their IT department which is almost certainly under budget pressure and overworked. They'll get criticized for something like this, but try to get money for a NAC/NAP project and they'll surely find tough sledding.
Would you support such a request in your local municipality? Or would you tell them to save money and cut taxes? It's easy to criticize from the sidelines, call your local mayor or council or board of selectmen and ask what you can do to help. But do it with a positive attitude, not starting out hostile or antagonistic. Even if they're all screwed up, especially if they are, they won't want to hear you telling them that, so just pitch in and help make things better.
