So basically, because ISP's are worried about being sued, they expect the government to cut out a customer's connection, and be sued. IMHO, ISP's should be held accountable. All they need to do is reword the agreement stating that if it is noticed that there is an issue, the connection will be temporarily blocked until the consumer gets the PC fixed. Even offering to help fix the PC with it's own "come to your house" team would increase some revenue for ISP's.
