Is anyone surprised by this? I was at first thinking this is just a reflection of the work environment, a lack of respect for the employees (I still consider U.S. federal workers to be glorified welfare recipients) equates to a lack of respect for their jobs... but I further that this is just a reflection of the decline of ethics in all aspects of society.
