I say Chinese PROXIES might be responsible. All they did was WHOIS some IP addresses, saw they were based in China and are starting to beat the war drum about China. Look at the Top 10 abusive IP addresses on ISC - mostly from China!

I've always mentioned this argument with nobody really listening to it.
