I think the reason why certification is getting more attention then a "real" university diploma is because most people in Network/Security administration or any other infosec job comes from a different educationnal background. For instance, most poeple that I have meet online who actually has a degree, have one in completely different fields (Psychology, Phylosophy...) I even know some really good IT people who comes from the restaurant business, they were waiters or even worked in constructions. The fact is a University degree will allow you easier access to management positions, in MOST cases you say management... you also say less technically inclined. I think theres a need for more technical people, not management people right now. That's why when someone is looking to fill in a technical position, they look at experience and certifications not for a BA or Masters.
I must end my comment by saying that yes... a University diploma is very good, but at what cost....I was personally able to make a career in IT and it didn't cost my thousands of dollars in education. But that's just me, results may vary...
