Joe's idea is very good. However, all kinds of problems lead to two types of solution: quick and long term. Experts need lots of data and M_O_ to work out profiles of hackers but those data are coming from victims. CERT and corporate security can be consider as quick solution and Joe is working on long term solution. Joe should work harder before the global internet being turned into botnets.
